Call for proposals: 2026 Global Education Monitoring Report - Counting Down to 2030 with a focus on access and equity

The GEM Report currently has a call for proposals out for the 2026 Global Report. The Report will have a focus on access and equity indicators at three levels of education (early childhood and pre-primary; primary and secondary; post-secondary). This is an opportunity to provide a substantive contribution to the next GEM Report. Please apply and share with other quantitatively oriented researchers that do global or multi-country analytical work on education indicators.

To get the full details of the call, interested bidders need to contact the GEM Report via a dedicated GEM procurement email address: gem.procurement@unesco.org. Then, the procurement team will share the solicitation documents including TOR and application guidelines, in line with UNESCO procurement policies.

The closing date for submissions is 18 November with Q&A rounds beforehand.
